Welfare reform laws enacted in 1996 marked a seismic shift in the mission of Human Service agencies from administering benefit programs towards moving families from benefit dependence to self-sufficiency. Human service agencies are now charged with providing temporary financial medical assistance and providing the services and motivation needed to for these families to join the workforce.
Human service professionals, on the front lines of welfare reform for over 10 years, continue to rely on multiple single-purpose legacy applications that are poorly suited to support an integrated service delivery model. Obtaining a holistic view of a family is critical to formulating the correct mix of services needed to achieve self-sufficiency. The iIntelligent application of technology can unlock data from stand-alone applications and provide caseworkers with a complete picture of the families they serve.
Many states have partnered with Northrop Grumman for technical services and solutions that leverage a state's existing investments. Our Integrated Eligibility Systems are helping thousands of caseworkers implement more certified statewide Child Support Enforcement (CSE) applications than any other service provider. In fact, Northrop Grumman is currently partnering with five states to operate, maintain and enhance their CSE systems. And, we maintain and enhance SACWIS applications for four state agencies and Child Care systems for three states.
