First Responder Authentication Credential (FRAC): Multi-Jurisdictional ID Authentication for First Responders
First Responders are the first on the scene, responding to emergencies whether man-made, natural disaster or terrorist. State and local emergency management teams need to rely on and authenticate first responders outside their local communities. It is necessary for the local response team to be able to verify the identities of all first responders during an incident and especially those people outside of their local jurisdiction.
Northrop Grumman has been providing expertise, planning support and implementation for Homeland Security Presidential Directive 12 (HSPD-12), the directive that establishes a policy for common identification standards for employees and contractors, with the Federal government and the First Responder Authentication Credential (FRAC) for state and local responders. As a systems integrator focused on homeland security initiatives, Northrop Grumman is a low risk provider for FRAC credentialing. Customers we support with credentials have successfully participated in Department of Homeland Security disaster response exercises.

FRAC is based on the FIPS 201 standard for personal identity verification of Federal employees and contractors as required by HSPD-12.
Northrop Grumman's FRAC model integrates identity with attributes outlined in the National Response Plan or National Infrastructure Protection Plan, categorizing users by:
- Qualification (police officer, doctor, utility company employee)
- Certification (EMT, SWAT, hazmat)
- Authorization (lawful entitlement, weapons)
- Privilege (official benefit, VIP)
Northrop Grumman's FRAC card can also be used for access control at government facilities, evidence, chain of custody validation, inventory control, training and certification records, and timekeeping and reimbursement.
